Tonky is an ex-king from bonzi.ga (the first domain of bonziworld.org). He got demoted for abusing his kingmode and chasing away members, so he defected to the side of Seamus, remaining butthurt over the demotion, he lurked on BWR doing nothing except occasionally sending shitty JavaScript xploitz on the early bonzi.ga server.
